Fee for a document is higher than child's allowance

About 380 000 children in Serbia get this allowance. Average income for realizing the right to child's allowance has to be less than 4 705 dinars per family member.
According to the law, there are no administrative fees for documents that are being issued for realizing the right to child's allowance. However, fee for issuing ownership certificate, which is necessary for realizing this right, is 1 700 dinars. If you have in mind that child's allowance is 1 490 dinars and that you need two workdays to collect other documents, considering the fact that work hours of most services are from 08:00 to 16:00, we should express understanding for parents' resentment when they are forced to apply for this social benefit.
Namely, if parents apply for child's allowance for the first time, they need to submit birth certificates for all children in the family, citizenship certificate, registration of residence, valid health cards, certificate of their residential status, certificate of incomes during previous three months, certificate about incomes issued by land registry, statement for a child about living in separated or joint household and a statement about who directly takes care of the child. If a child goes to school, it is necessary to submit a certificate that he/she attends school regularly. Appropriate additional certificates are also needed fro disabled children. If a child is a member of one-parent family, additional certificate is necessary.
However, representatives of the Ministry of Labor and Social Policy insist on the fact that here are no administrative fees for documents that are being issued for realizing the right to child's allowance and nobody has the right to charge issuing of these certificates.
Independant counsellor in the Ministry of Labor and Social Policy Milena Antić stresses that applicants should always state the purpose of documents he/she demands. After we commented that experience of parents, who asked ownership certificate from land registry, showed that it was necessary to pay for it, our interlocutor says such an act was breach of the law.

It means that neto income per family member during last three months must be lower than this amount. Children from one-parent families, disabled children and children without parents are in another category, where average income for realizing the right to allowance has to be less than 5, 646.65 dinara po članu porodičnog domaćinstva.
Ljiljana Lučić, secretary in the Ministry of Labor and Social Policy, emphasizes that the Law on Financial Support to Families with Children, which has been applied since 1 June 2002, stipulates conditions for realizing the right to child's allowance and the Regulation gives more accurate conditions and ways of realizing the right to finanical support to families with children and evidence that applicants must enclose with the application. She also adds that when application is to be renewed, applicants should submit only evidence of income in the previous three months and evidence that refer to possible important changes in family's financial status.
